How do you restore bookmarks in Chrome from HTML file?

I was looking for any solution to get my bookmarks back after upgrading PC to Windows 7. I had exported Chrome bookmarks in HTML format.  Import Bookmarks option gave me only two choices- import from IE and Google tool bar.

To get the bookmarks from HTML file you need to do the following: go to  Bookmarks>Bookmark Manager>Organize >Import bookmarks from HTML.
